Can SchemaEditor be used to create a new Clarify database?

Dovetail SchemaEditor cannot be used to create a new Clarify database.
Its intended use is to edit the schema of an existing Clarify database.

At a minimum, the ADP tables would need to exist, along with data in the adp_db_header table.
Not sure what other schema or data might need to be present.

To create a new Clarify database, you should use the Clarify MakeDB (mkdb or mkdb2) utility.
